Mandatory certification:

Mandatory certification:

  • Certification of the electronic component base (ECB) — qualification, certification, and rejection tests.

Voluntary certification:

  • ISO 14001 — the standard is applicable to electronics manufacturing.

Mandatory certification:

Decree of the Government of the Russian Federation No. 2425 — a unified list of products subject to mandatory certification. Includes construction materials.

Voluntary certification:

  • SDOS NOSTROY — voluntary conformity assessment system of the National Association of Builders.
  • EcoMaterial (EcoStandard) — specializes in construction and finishing materials.
  • GOST 35329-2026 — a new interstate standard for “green” multi-apartment buildings (58 criteria). The voluntary certification system for residential buildings was launched by DOM.RF and Roskachestvo.
  • CORE.ECO — voluntary certification systems for real estate properties: “KOR.ECO.Vertical Greening”, “KOR.ECO.Multi-Apartment Residential Building”, “KOR.ECO.Individual Housing Construction”.
  • Klever — Russian voluntary system for assessing buildings’ compliance with green construction requirements.

Food Processing Industry

Mandatory certification:

Declaration of conformity — the main form of confirmation for most food products. Mandatory certification — for products posing the greatest risk to human health. Federal Law No. 88-FZ — mandatory conformity confirmation for milk processing products.

Voluntary certification:

  • ISO 22000 / GOST R ISO 22000-2019 — food safety management system.
  • FSSC 22000 — a GFSI-recognized scheme.

Granting the right to use an IP object (patent, trademark, software) to another person for remuneration (royalties) or free of charge. Requires registration with Rospatent for trademarks, inventions, industrial designs, and utility models.

Assignment of Exclusive Rights Agreement

Full transfer of rights to an IP object from the right holder to another person. After registration of the agreement, the right holder loses all rights to the object. Requires mandatory registration with Rospatent.

Franchise Package

A comprehensive agreement including the transfer of a trademark, technology, business model, and operating standards. Registered with Rospatent. Often includes know-how, standard contracts, and training materials.

Sublicense Agreement

Transfer of the right to use an IP object from the licensee (the one who received the license) to a third party. Possible only with the written consent of the original right holder. Requires registration with Rospatent.

International Technology Transfer

Transfer of patent rights and know-how between companies from different countries. Includes technology valuation, export control analysis, currency regulation, and tax consequences (royalties are subject to withholding tax).

MARKING

Creating a labeling compliance system for all mandatory and voluntary marking requirements for foreign companies entering the Russian market, taking into account that labeling is applied within Russia. Horizon — 1–3 years.

Chestny ZNAK

Russian State System for Labeling Goods to Combat Counterfeit Products

Mandatory for the following categories of goods: pharmaceuticals, tobacco products, footwear, light industry products, cameras, tires, perfumery and household chemicals, dairy products, water, juices, and others.

Requires:

  • Registration in the Chestny ZNAK system (obtaining a registration number)

  • Ordering and receiving unique Data Matrix codes from the CRPT operator

  • Applying codes to consumer packaging (direct printing on the label or sticker)

  • Transferring data on introduction into circulation, disposal (sales), and returns to the system via EDI (electronic data interchange)

Fines for missing labeling — up to 1 million rubles per unit of goods (under Article 15.12.1 of the Code of Administrative Offenses of the Russian Federation).

MADE IN...

“Made in…” Mark and Indication of the Country of Origin

Indication of the country of origin of goods. Mandatory for many categories of goods upon import. Affects customs duties, access to preferences, participation in public procurement, and brand perception (image of a local manufacturer). Applied to the product or packaging. Mandatory indication of the country of origin on product labeling for legal placement on the market. In the EAEU, it is one of the mandatory requirements of TR CU. For certain categories, mandatory information on the label (e.g., for food products, clothing, household appliances).

Environmental Labeling and Disposal Marking

Leaf of Life — Russian eco-labeling system for goods and services confirming environmental safety. Helps in promotion and public procurement with “green” criteria.

Nordic Swan — Scandinavian eco-label (Norway, Denmark, Sweden, Finland, Iceland). One of the most recognizable and stringent eco-labels in the world.

Blue Angel — German eco-label, recognized by consumers as a guarantee of product environmental friendliness.

Disposal marking — pictograms on packaging: the “Do Not Dispose” sign (crossed-out trash bin — for electronics and batteries), disposal instructions, material recycling pictograms (plastic codes 1–7, glass, aluminum, cardboard). Mandatory in the EU, USA, and many other countries to comply with waste directives.

Barcodes and Identifiers

EAN-13 (barcode) — an international barcode for marking goods in retail. Registered with the GS1 association; allows identification of the manufacturer, product, and check digit. Without EAN-13, retail chains do not accept goods (the code is applied to the packaging).

ITF-14 (barcode for transport packaging) — a barcode for identifying transport packaging (boxes, pallets). Used for inventory management, logistics, and goods acceptance. Also registered through GS1.

GS1-128 — an extended barcode for logistics containing additional information — serial numbers, expiration dates, batches, weight. Used in international logistics and product labeling.

Data Matrix (2D code) — a two-dimensional matrix code used in traceability systems (Chestny ZNAK, ECHA for REACH, nuclear industry). Contains a unique product identifier. In the Russian Federation, it is mandatory for all goods subject to labeling under the Chestny ZNAK system.
